Building Access Below Canal Street
Escorts to buildings deemed safe enough to enter will be arranged from 110 Maiden Lane between 9am and 6pm. Please be advised that changes to this procedure may be necessary from time to time as determined by emergency personnel. Those wishing to enter a building must coordinate with their building manager and bring a flashlight and personal and business identification. Also, those with respiratory and heart conditions are NOT advised to enter the area as there is still significant smoke and debris.

The area east of Broadway will be open starting Monday morning September 17, 2001 for pedestrians with business or residence in the area (identification will be necessary). The remainder of downtown below Canal Street will be closed until further notice.

Tenants should contact their property managers to determine if their facilities will be open for business. Building managers and owners of affected buildings are requested to contact the NYC Partnership/Mayor's Office Helpline as soon as possible at (718) 403-2220 to provide us with emergency contact information. Also, please contact your tenants to inform them of building status and coordinate access to buildings as access becomes available.

Financial Assistance & Tax Info
Information about public financial assistance available to affected businesses will be accessible at www.nyc.gov. Private emergency financing will be coordinated through the New York City Investment Fund. By Wednesday, information will be accessible at www.nycif.org. The US Small Business Administration (1-800-659-2955) has information on their website at http://www.sba.gov/disaster/newyorkfires.html about financial assistance for disaster recovery. SBA is coordinating with the Federal Emergency Management Agency (FEMA) (1-800-462-9029) and the New York City Mayor's Office of Emergency Management (OEM) to staff disaster recovery centers in the area. The SBA has representatives taking business information and distributing applications at 80 Pine Street (a.k.a. 110 Maiden Lane at Pearl) and 633 3rd Avenue. Some tax filing deadlines have been changed for affected businesses. For information on City filing deadlines, see Business Tax Extensions. Utilities-Phone or Electric
Electric power is in the process of being restored to two zones: (1) west of Broadway and south of Murray St., & (2) north of Wall St., east of William St., south of Dover St. (a.k.a. Frankfort St. or the Brooklyn Bridge), and west of the East River. Telephone service remains limited. There is power in the rest of lower Manhattan, i.e.: � All areas north of Murray � South of Wall St. east of Broadway.

Construction
Permits: All construction permits for all boroughs can be obtained from the Brooklyn office at 248 Duffield Street, 3rd floor, during regular permit issuance hours, until further notice. The central office in Manhatan is closed. Permits requiring an OCMC review may be obtained only at the Brooklyn permit office. Parking at the Brooklyn office is limited and use of public transportation is encouraged. The office is located nearest to Lawrence Street on the M, N, and R and Hoyt Avenue on the 2 and 3 lines. It is also near Borough Hall on the A and F and the 2,3, 4 and 5 lines.
